Training module (SI): Drafting basic provisions

In this module, you will learn how to insert, move, modify and delete basic provisions. You will also learn how to ‘wrap’ provisions in higher-level grouping provisions.

Tutorial

You will draft documents in the Editor view. See Training module (SI): The Editor view if you are not familiar with this.

This tutorial provides a quick overview of inserting, moving, promoting/demoting and deleting provisions.

Inserting provisions

You will insert provisions using the Content Completion Assistant (CCA), which is a menu providing a list of valid elements you can add to your document at the current location.

To insert a provision, place your cursor in the location you want the provision to go (e.g., the end of the previous provision), and either:

  • Press Enter and select the provision you wish to add from the CCA; or

  • Right-click > Insert element and select the provision you wish to add from the CCA.

A new provision will be created, with placeholders for your text. Type in these placeholders.

You can then add more provisions (including ‘child’ provisions of the provision you just created) by repeating the above.

You can insert an additional line of text within a provision by using the keyboard shortcut Shift+Enter.

Moving provisions

If you want to move a provision from one location to another, you should use the structure view.

Find the provision you want to move in the structure view. Then click and drag it to the location you want to move it to.

If the location you are trying to move the provision to is a valid location, a green tick will be visible to the left.

If not, there will be a red cross. If you try and move the provision there, the move will be rejected.

Promoting and demoting provisions

You can promote and demote provisions. This will alter them to a higher or lower level provision, respectively.

For example, you could promote a (1) Paragraph to a Regulation, or you could demote a (1) Paragraph to an (a) Paragraph.

To do this, place your cursor in the provision you want to alter and either:

  • Right-click > Promote/Demote Element…

  • Press Alt + [ (to promote) or Alt + ] (to demote)

Deleting provisions

Select the provision that you want to delete by either:

  • Clicking on the provision in the breadcrumb, or

  • Clicking on the provision(s) in the structure view.

Then press backspace.

You can delete elements by highlighting them in the editor and pressing backspace (as you would in, e.g., MS Word).

However, we do not recommend this as you risk being left with leftover ‘bits' of the provision, e.g., the number or heading, or accidentally deleting neighbouring provisions.

Exercises

Getting started

Before you start the exercises, you will need a document ready and open in the Editor.

If you already have a document ready, you can move on to the exercises below.

If you don’t have a document ready, follow the steps below.

How to create a new project
  1. Log in to the Lawmaker Training environment (link here).

  2. From the Dashboard, create a new project. (See Creating a new project for details.)
    Select the document type that you are most likely to work with. For Sub-type, select Regulations (for convenience).
    Give it a memorable title such as[Your name] - Training project.

  3. From the Project tab for your new document, select Document Actions > Import from legislation.gov.uk. (See Import legislation from www.legislation.gov.uk for details.)
    Give the document a clear Version Description, e.g., the name of this Training module.
    Import one of the following documents, depending on your document type:

  4. Open the new document in the Editor.

Exercise 1 - Drafting a new Regulation

Draft the following new regulation in your document, after another regulation.

Don’t worry about getting the text exactly the same - focus on the formatting.

  1. Place your cursor anywhere in an existing regulation in your document.

  2. Press Enter and click Regulation. The new regulation will be inserted straight after the one in which you have your cursor.

  3. Fill in the Heading and the text in the first line (but not the —(1) number element, for now).

  4. With your cursor in the first line, press Enter and select Definition.

  5. Fill in the first definition, including both the defined term and the text following.

  6. Add another definition and fill it in.

  7. Add a Paragraph (1) element and fill it in. (Note that —(1) now appears at the start of the first paragraph.)

  8. Add a Paragraph (a) element and fill it in, and repeat until you have all the paragraphs.

Exercise 2 - Add an extra line of text in a provision

In Paragraph (2)(d), add a new line of text and fill it in with something, then repeat.

Instructions to add a new line of text
  1. Place your cursor within Paragraph (2)(d).

  2. Press Shift + Enter.

  3. Fill in the new placeholder.

  4. Press Shift + Enter again.

  5. Fill in the new placeholder.

Exercise 3 - Move a provision

In your new regulation, reorder the (a) paragraphs so that (d) comes between (a) and (b).

(The numbering of the paragraphs may change after you do this, depending on when auto-renumbering is on or off. Don’t worry about this for now.)

Instructions to move provisions
  1. Go to the structure view, and toggle ‘show lower levels’ on (by pressing the arrow next to the Structure view heading).

  2. Find your new regulation in the structure view, and expand it to show the paragraphs.

  3. Click and drag paragraph (2)(d), and move it below paragraph (2)(a).

Exercise 4 - Promote / demote provisions

In your new regulation, promote Paragraph (2) into a new Regulation. Then, demote the last paragraph (a) element.

Instructions to promote and demote provisions
  1. Place your cursor in the opening words of paragraph (2).

  2. Right-click > Promote element… (or alternatively, press Alt + [ ).

  3. Place your cursor in the last (a) paragraph element.

  4. Right-click > Demote element… (or alternatively, press Alt + ] ).

Exercise 5 - Delete a provision

Delete the second Regulation (that you just promoted). Then undo the deletion.

Instructions to delete a regulation.
  1. Place your cursor in the second regulation.

  2. From the breadcrumb, select Regulation. Alternatively, find the Regulation in the Structure view and select it.

  3. Press backspace.

  4. Click the Undo button in the toolbar to undo.

Exercise 6 (Optional) - Drafting a Schedule

You can attempt this exercise if you have reviewed Drafting Schedules.

Add a Schedule to your document, and fill in the following (you can copy and paste text):

Lat: 66°22'S; Long: 110°27'E (Ardery Island); Lat: 66°22'S; Long: 110°32'E (Odbert Island)

Ardery Island (Lat. 66°22'15''S, Long. 110°27'0''E) and Odbert Island (Lat. 66°22'24''S, Long. 110°32'28''E) are among the southernmost of the Windmill Islands in the south of Vincennes Bay, off the Budd Coast of Wilkes Land, Eastern Antarctica. They are located 5 kilometres and 0.6 kilometres respectively to the west of Robinson Ridge, south of Casey Station. Odbert Island is approximately 2.7 kilometres long and 0.8 kilometres wide. In some years the island remains joined to Robinson Ridge on the mainland by sea ice. Ardery Island is a steep ice-free island approximately 1.2 kilometres long and 0.8 kilometres wide, with an east-west orientation.

Instructions to draft a Schedule with unnumbered paragraphs
  1. Add a Schedule to your document by pressing Enter and selecting Schedule.

  2. Fill in the Heading ('Restricted Areas').

  3. Press Enter and select Schedule paragraph.

  4. Copy and paste the text of the first line in.

  5. Place your cursor in the number element to the left (i.e., 1.)

  6. Select num from the breadcrumb.

  7. Press backspace to delete the number. The text should shift to the left.

  8. Place your cursor in the text, press Enter and select Schedule Paragraph to add a new paragraph.

  9. Fill in with the next line.

  10. Repeat steps 8. and 9. until you have completed the text of the Schedule.
