Unable to reorder temporary list of submitted/tabled amendments within the Editor - locked permissions for non-parliamentary users
Issue description
As a PCO / OPC / OLC user, if a temporary list is created from a filtered list of submitted or tabled (lodged) amendments, you will be prevented from editing the amendments. This includes reordering amendments. A pop up message will inform the user that the fragment is locked.
As regards editing the text of submitted amendments, this is expected behaviour. Ownership of the amendments has passed to the receiving parliamentary chamber and they can no longer be edited by users in drafting organisations.
However, we are aware that PCO / OPC / OLC users will often wish to produce marshalled lists, including tabled amendments, and may want to reorder amendments in lists.
A feature request to avoid these locks has been logged - LMS-3423.
Workaround
When possible to do so, you will need to make sure the amendments are already in the desired order in the amendment manager before creating the temporary list.
Unfortunately, if it is not possible to order the lists in the amendment manager in the desired way, there is no other known workaround for this issue at present.
