Training module (SI): Drafting inline textual amendments with Quoted Text

In this module, you will learn how to insert Quoted Text to draft inline textual amendments.

Tutorial

Quoted text is used to draft inline textual amendments, i.e., amendments that remove, substitute or add text within a provision (but don’t involve removing, editing or adding a whole provision).

For amendments that add or substitute whole provisions, you should use quoted structure instead of quoted text - see Training module (SI): Drafting long textual amendments with Quoted Structure.

For example, quoted text is used in the following example (you can identify it by the dotted underlining, as well as the quote marks):

Amendment of the Antarctic (Isle of Man) Regulations 1997 2. In regulation 2 of the Antarctic (Isle of Man) Regulations 1997, after 'the Antarctic Regulations 1995' insert ', as amended by the Antarctic (Amendment) Regulations 2008 and the Antarctic (Amendment) Regulations 2017,'.

As you can see from the example, quoted text should be used for both:

  • text within existing legislation that is being removed, altered, or used to indicate the position of inserted text by the amending legislation; and

  • text that is being newly inserted / substituted by the amending legislation.

Using quoted text improves the quality of the data associated with the legislation, helping with the application of amendments to legislation among other things.

To insert quoted text, place your cursor in the location in which you wish to type quoted text, press Enter and select Quoted text. You should then type your quoted text into the placeholder between the quotation marks.

To edit the quoted text properties (the quotation marks used, and the language of the content), right-click > Update quoted text properties.

Review Quoted Text | How-to-insert-a-quoted-structure-immediately-after-a-quoted-text. This is important if you want to draft a textual amendment that starts with an inline insertion, but then adds new provisions, as in the example below:

Exercises

Getting started

Before you start the exercises, you will need a document ready and open in the Editor.

If you already have a document ready, you can move on to the exercises below.

If you don’t have a document ready, follow the steps below.

How to create a new project
  1. Log in to the Lawmaker Training environment (link here).

  2. From the Dashboard, create a new project. (See Creating a new project for details.)
    Select the document type that you are most likely to work with. For Sub-type, select Regulations (for convenience).
    Give it a memorable title such as[Your name] - Training project.

  3. From the Project tab for your new document, select Document Actions > Import from legislation.gov.uk. (See Import legislation from www.legislation.gov.uk for details.)
    Give the document a clear Version Description, e.g., the name of this Training module.
    Import one of the following documents, depending on your document type:

  4. Open the new document in the Editor.

Exercise 1 - Drafting a provision with Quoted text

In your document, draft the following provision, using quoted text as appropriate. (Don’t worry if the provision number isn’t 2..)

  1. Insert a new Regulation (or Article, etc.) by placing your cursor in a Regulation and pressing Enter > Regulation.

  2. Fill in the heading.

  3. Fill in the paragraph text up to “after the words ”.

  4. Press Enter > Quoted text

  5. Type “British ship…” etc. into the quoted text

  6. Press the right arrow key once to move out of the quoted text and continue typing “shall be inserted ”

  7. Repeat 4. and type “or British hovercraft”.

  8. Repeat 6. and type a full stop.

Exercise 2 - Change the quotation marks in quoted text

In the regulation you drafted in Exercise 1, change the quotation marks from “” to < >.

Instructions to change quotation marks
  1. On the first piece of quoted text, right click > update quoted text properties.

  2. Change the quotation marks in the fields from “” to < >.

  3. Click Update.

  4. Repeat for the second bit of quoted text.

Draft the following new Regulation:

Instructions to draft a textual amendment starting inline
  1. Insert a new Regulation (or Article, etc.) by placing your cursor in a Regulation and pressing Enter > Regulation.

  2. Fill in the heading and the first Paragraph. Add a second paragraph using Enter> Paragraph (1) and fill it in up to “insert”.

  3. Press Enter > Quoted text

  4. Type in “; and”

  5. To remove the end quotation mark, Right click > Update quoted text properties

  6. Change the end quote from ” to None, then click Update.

  7. With your cursor in the Quoted text, press Ctrl + Q

  8. In the insert Quoted Structure window, ensure the correct document type is selected, then select as starting element Paragraph (a). Change the starting quotation mark from “ to None. In following text, insert a full stop.

  9. Press Insert.

  10. Fill in the number and the provision.
