Quoted Structure - Missing quote marks and following text when Quoted Structure begins and/or ends with formula

Issue Description

If a Quoted structure is created which includes a formula, with no other elements before or after, there will not be quotation marks when the document is rendered as a PDF.

If the Quoted structure contains other elements but begins or ends with a formula, then there will not be quotation marks at the begin or ending respectively.

Furthermore, any 'following text' (such as full stops or semicolons immediately after the closing quote marks) disappears when the Quoted Structure ends with a formula.

Workaround

Unfortunately there is not a technically acceptable workaround that allows you to have quotation marks in a case where a formula is the only / starting / ending element in a Quoted Structure.

Therefore, the only option at present is to accept that there will not be quotation marks and the meaning will be clear.

If it is possible to include 'surrounding text', such as an introductory provision, in the quoted structure alongside the formula, then this would allow quotation marks to be generated. However we appreciate that this may not be desirable.

Please note that when the legislation is available on legislation.gov.uk, it will display with quotation marks as a different program is used to render the underlying XML.
