OLC - Submitting from the Editor
You can submit amendments from the traditional LoDA that you drafted them on. This will create a duplicate list that is shared with NIA users so that they can see the order in which you drafted the amendments.
How to submit amendments from the Editor

Amendment Workspace tab

List of Draft Amendments open in the Editor
All the amendments in the list will be updated to status “Submitted” and ownership of the amendments will switch to the Bill Office resulting in read only access for OLC users and full edit rights for NIA users.
You will still be able to view your submitted amendments and any changes that the Bill Office make to them.
Submitting amendments from the Editor results in a duplicate version of your amendment list being created called “Submitted - [Date and Time]” which is then shared with the Bill Office.
You can only submit from the Editor if all amendments in your list are ready for submission.
OLC users cannot undo a submission. If you submit amendments in error—
Contact the Bill Office so they are made aware (they will need to reject the amendments submitted in error).
You still won’t have edit rights to these amendments. If you wanted to continue editing the submitted amendments, you will need to copy them to a different stage (From the Amendment Manager, select your amendments and select Amendment Actions > Move/copy to a different stage) selecting the current stage and bill version. This will create a duplicate of all the selected amendments, removing the ‘submitted’ status allowing you to edit and resubmit when ready.
