LM-148 Can't edit a Schedule heading or cross-heading when Block Tags is turned on

Issue description
It isn’t possible to edit a Schedule heading or cross-heading when Block Tags is turned on.
Workaround
Turn off tag display:
In the editor, select Document menu > Preferences… in the toolbar.
In the Preferences dialog, set Tags display mode to No tags.
Click Apply.
