How to avoid and resolve common SI/SSI processing errors

This section covers how to deal with common SI/SSI processing errors.

1. Error message of ‘Lawmaker submission is invalid’

When uploading a Lawmaker zip file into the publishing system you may get the following error message:

Often this message means the zip file does not contain all the correct items for submission, that is both a PDF and a XML file of the final document. To fix this, follow these steps to re-download the zip file correctly:

  1. Go to the document's project page, for example:

  1. On the final version of the document select the ‘Actions' button (image above).

  1. From the 'Actions' menu appears, select ‘Generate PDF’ (image above).

  2. The options in the ‘Generate PDF’ module can be left as they appear. You should then select ‘Generate’ from the bottom of the box that appears, as below:

  1. Once the PDF has generated, select the downward tab on the final version of the SI to show the saves of this version, including the PDF just generated:

  1. You should then select the ‘Actions’ button for the PDF that has just been generated and click ‘Download ZIP File’:

  1. Finally, select ‘Download’ from the pop-up box that appears. The zip file should appear in your computer's download folder.

It is important to ensure the PDF is downloaded before the zip file, and that the zip file is downloaded from this PDF so that the file contains all the necessary elements for submission.

2. Missing Subsidiary number in the ‘Registration' information

When uploading an SI that requires a Subsidiary number, please ensure this information is included under ‘Registration’ during the submission process.

  • This information should appear under ‘Numbers requested’ as shown for a Commencement number below:

  • If, when you upload a Lawmaker SI and the information is not present in the ‘Registration' information automatically pulled from the zip file, you should first check that a Subsidiary number has been correctly entered in the SI’s Lawmaker Editor screen under ‘Document Information’.

  • Subsidiary number placeholders should be inserted into Lawmaker using the ‘Document Information’ tab and placed under ‘Subsidiary numbers’:

  • Please check the placeholder has not been inserted under ‘Number’ (which is used for entering SI numbers only) or elsewhere.

3. Error message of ‘Unable to extract metadata’ and the signature block

  • If you come across the following error message when uploading a Lawmaker SI to the publishing system, the issue may be related to the signature block:

  • The signature block should not be edited in Lawmaker by typing directly in onto the instrument, either to amend or delete text.

  • Instead, you should right click on the signature block and select ‘Update Signature’:

  • The information in the signature block can then be updated through the modal box that appears:

  • Similarly, information in the signature block, or the block as a whole, should not be deleted by selecting the text directly in the instrument, or by using the backspace key, as the element will not be fully deleted.

  • Instead you should right click on ‘Signature Block’ located in the breadcrumb trail at the bottom of the Lawmaker Editor screen and then select ‘Delete Element’:

4. Error message of ‘Windows cannot complete the extraction.’ when opening a zip file

If a zip file has been downloaded from an SI which has a particularly long title, you may run into the following error message when you try to open the file.

This can be fixed by changing the name of the zip file to a shortened name. This will not affect the submission of the SI in the publishing system.
