Getting a WSI signed and submitted to TNA

This page outlines the process for getting a WSI produced in Lawmaker signed by the relevant Minister and then submitted to TNA. It is based on the signing copy being a PDF (and not a Word document).

Step 1 (Legislative Codes Office)

Generate the signing copy by generating a combined PDF containing both language renditions of the WSI from the Project tab.

Step 2 (Legislative Codes Office)

Save the PDF and send it (via email or otherwise) to the Minister’s private office.

Step 3 (Minister’s private office)

Once the Minister has affirmed their signature, the private office should add an e-signature in both the Welsh text of the WSI and the English text of the WSI.

The e-signature can be attached using Adobe Acrobat Reader.

  1. Open Acrobat Reader (type “acrobat” into the Windows search box on the toolbar at the bottom of your screen).

  2. In Acrobat, open the PDF of the WSI using the menu in the top left: Menu>Open…

  3. Click E-sign in the toolbar to reveal the E-sign panel.

  4. Click Add signature and then, in the dialog box that appears, click Image.

  5. Select an image on your computer containing the signature which will then be previewed in the dialog box.

  6. Click Apply.

  7. Position the signature in the appropriate place above the signature block.

  8. Repeat for signature in other language text.

Step 4 (Minister’s private office)

Save the PDF containing the signatures and send it (via email or otherwise) back to the Legislative Codes Office.

Step 5 (Legislative Codes Office)

Once the signed PDF is returned, prepare the WSI for submission to TNA.

  1. (Optional) Mark the PDF snapshot that was sent to the private office as signed - Marking a document as 'Signed'.

  2. Open each rendition in the working version of the WSI and update the date block and signature block with appropriate details.

  3. Save the updated renditions.

Step 6 (Legislative Codes Office)

Generate a combined PDF containing both language renditions of the WSI from the Project tab.

Step 7 (Legislative Codes Office)

Download a Zip file containing the bundle and upload it into TNA’s publishing system.

  1. Expand the working version on the Project tab so you can see all the snapshot versions for the WSI.

  2. In the Actions menu for the snapshot of the PDF you just created, select Submit to TNA. This will create a further snapshot version called “Submitted to TNA”.

  3. In Actions menu for that snapshot, select Download Zip file. This will generate a zip file containing the PDF, the XML files for both language renditions of the WSI and any associated images.

  4. Upload the zip file to the TNA publishing system.
