Explanatory note: in PDF, no space between paragraphs before List

Issue description

If, within an Explanatory note, you have a paragraph followed by a List, and the paragraph is not the first paragraph in the document, then in the PDF there will be no additional space between the previous paragraph and the paragraph before the List.

This results from the fact that the paragraph before the List has been turned into an ‘Opening Words’ element, contained within the //blockList element.

Workaround

To get around this issue, please do the following:

1. Place your cursor in the paragraph that has no space after it in the PDF (i.e., the paragraph before the 'Opening words' paragraph);

2. Press enter and insert a new paragraph;

3. Leave this new paragraph as an empty ‘Text’ placeholder;

4. Generate a new PDF.

Whilst this will look unusual in the Editor, in the PDF it will render normally.
